中国古代文论史料。撰者日本僧人遍照金刚(774～835)，俗姓佐伯，名空海,遍照金刚是其法号。公元921年追封为弘法大师。他生活在日本平安朝前期，对佛学以及文学、语言、书法、绘画均有研究,著作繁富。1910年日本祖风宣扬会汇编成《弘法大师全集》15卷。他于唐贞元二十年(804)至元和元年(806)在中国留学约 3年，与中国僧徒、诗人有友好交往。本书是他归国后应当时日本人学习汉语和文学的要求，就带回的崔融《唐朝新定诗格》、王昌龄《诗格》、元兢《诗髓脑》、皎然《诗议》等书排比编纂而成，对中日文化交流作出了贡献。全书以天、地、东、南、西、北分卷。 6卷中大部分篇幅是讲述诗歌的声律、词藻、典故、对偶等形式技巧问题的。如天、东、西、北 4卷的《调四声谱》、《诗章中用声法式》、《论对》、《论病》、《论对属》等等。此外，本书也用了一定篇幅介绍创作理论。如地、南两卷的《十七势》、《六志》、《论文意》、《论体》、《定位》等，并不完全是为诗文声病而作。其所引之书，今多失传，所以保存了不少中国古代文论的史料。所论"文二十八种病"、"文笔十病得失"等，对研究六朝至唐古近体诗律学、文学批评、修辞学均有参考价值。
其书在日本有旧钞本多种，并有日本《东方文化丛书》影印古钞本及讲谈社校印本。今通行人民文学出版社1975年校点本。遍照金刚于 820年撰《文笔眼心抄》，为本书之简本。日本小西甚一有《文镜秘府论考》,《真言宗全书》中有《文镜秘府论笺》。
