At the end of the 18th century, the oversea Chinese in Batavia (now the Indonesian capital of Jakarta) which is under the rule of Holland colonial government established their own semi-autonomous agency---Batavia Tribunal.
18世纪末,荷兰殖民政府统治下的吧达维亚(简称吧城,即现印度尼西亚首都雅加达)华侨华人建立了自己的半自治机构--吧国公堂。

至公堂在兰州市翠英门路，为清代贡院应试之堂。同治年间（1862一1874），陕甘总督左宗棠上书清廷，请求在兰州设立贡院，获准。光绪元年（1875年）贡院落成，当时地盘纵140丈，横90丈，号称可容纳考生4000名，左宗棠题写匾额“至公堂”。主体建筑至公堂、衡鉴堂和观成堂3座大殿保存基本完好，另有回廊、厢房等。现占地4700平方米，建筑面积3000平方米。
