层级错位原理
经济系统、社会系统、文化系统等都是由多层级、多目标、多规律支撑的复杂的系统，在一个具有多层级结构的复杂系统中，每一个层级（个人、家庭、生产单位、生活单位、社区、地方政府、中央政府等）都具有自身特有的结构、功能、性质及其运行规律。如果把局部的规律用于指导整体的规划和管理，通常就会导致失败的结局，反之亦然。我把这种规律称为%26#8220;层级错位原理%26#8221;。
在社会实践过程中，我们也经常能够见到人们热衷于用%26#8220;局部的实验来解决全局性的问题%26#8221;（这种现象在科学和社会实践中同样大量存在）。这是典型的线性行为模式，客观上是在挪用复杂系统低层级的规律来解决高层级的问题，属于层级错位的范畴。而且，这种层级错位越严重，其实践结果就越可能远离预期的目标，甚至导致彻底的失败。
与社会实践相比，科学研究中的层级错位现象也十分普遍。比如在美国科学家提出%26#8220;人类基因组计划%26#8221;时，就指出%26#8220;人类基因组计划%26#8221;一旦完成，甚至可以完全揭示生命、疾病、遗传等的奥秘。现在这个计划已经完成，预期的目标大部分没能实现。从层级错位原理的角度分析，生命系统是一个包括从分子（DNA等）、细胞、生物体、种群、生态系统到生物圈的多层级的复杂系统，%26#8220;人类基因组计划%26#8221;的研究对象是染色体（主要是DNA的核苷酸序列），只是生命系统的一个层级，要想用某一个层级的规律来解释整个生命系统的规律，显然是不可能的。这也是%26#8220;人类基因组计划%26#8221;从设计开始，就注定不可能实现其目标的原因。
