1919年6月24日到7月16日，在伦敦召开了有24个国家参加的首届国际海道测量大会。常设机构国际海道测量局于1921年6月21日在摩纳哥的蒙特卡洛正式成立,当时有19个会员国。1967年,在摩纳哥召开的第9届国际海道测量大会上制定了《国际海道测量组织公约》，1970年9月22日由联合国注册正式生效。从此,国际海道测量组织正式成立，成为世界海洋测绘资料中心。原来的国际海道测量局为该组织的常设机构。国际海道测量组织每5年召开一次大会,由成员国政府的代表参加。中国是国际海道测量局的创建国之一。
国际海道测量组织下设:①指导委员会,主管行政管理、国际关系、定期出版物、技术和海图等项工作；②财政委员会；③局工作委员会；④海图委员会；⑤海洋学委员会；⑥候选人资格审查委员会；⑦地区性海道测量委员会。
主要出版物有：《国际海道测量评论》，为半年刊；《国际海道测量通报》，为月刊；《国际海道测量组织年鉴》、《国际海道测量会议汇编》，每 5年出版一本。
国际海道测量组织同联合国开发计划署(UNDP)、联合国地图制图处 (UNCS)、国际地图制图学协会(ICA)、国际测量工作者联合会(FIG)、国际海洋学委员会(ICO)、国际海洋物理科学协会 (IAPSO)、国际航标管理委员会（IALA）、世界气象组织（WMO）、政府间海事协商组织(IMCO)等国际性组织有工作和业务等联系。
