日本本州西部城市。属山口县。临周防滩。背负周防山地，前控德山湾天然良港。人口11.1万 （1986）。原为小村落。作为物资集散地兴起。1897年山阳铁路通达，其后与下关航路开辟，工业逐渐发展。1935年设市。石油、石油化学基地之一，制碱工业发达。化学工业共占市工业产值44％（1983）。还有机械、食品、金属制品、水泥等工业。
湖南常德一座名山也叫德山，有诗可证“常德德山山有德、长沙沙水水无沙”。现有德山工业园，像恒安纸业，三金药业、金健米业等名企就在其中。另有孤峰塔、乾明寺等旅游景点和佛教场所。
