涉外合同保证保险专门承保由于涉外经济合同的当事人一方不履行该合同中所约定的义务的风险。所涉及的当事人包括保证人、被保证人、权利人三方，其保险费是一种服务费，而不是用于支付赔款的责任准备。保证人在承保业务时，一般要求被保证人符合“三C原则”：品质(Character)，即被保证人须有良好的人品、诚实、可信赖；能力(Capacity)，即被保证人在合同业务中应有能力并有丰富的经验；资本(Capital)，即被保证人有雄厚的资本。
除上述三原则外，保证人还需考虑的因素有：合同责任的大小与性质；被保证人现在工作负担及状况；被保证人的资信状况等。在多数情况下，保证人还要求被保证人提供财务帐册。承保风险时，除考虑违约风险外，还要考虑外汇汇率的风险。
