This paper presents an employee performance formula “AE=(AP)2×(AQ)×(SE)+(HC)” on the basis of productive forces, then analyzes all the factors, variables and their interrelations, according to which the paper poses reference direction that managers should follow.

If railway construction enterprises want to develop in market competition,they must strengthen self management level and enterprises performance management,among them,employee performance management is especially important.

In China,the government employee performance evaluation lies the absence of the main evaluation and dislocation,many of the public should be responsible for the evaluation of the assessment indicators but by their superiors or peer evaluation of the main alternative,makes the final outcome of the civil service performance evaluation difficult to achieve a comprehensive,objective and fair.

Research outcomes show that,there is systematic differ- ence in personnel performance appraisal of these two types of firms.

By analyzing the theory and practice of enterprise employee performance management in developed countries like USA and Japan etc,this paper summarizes characteristics in performance management conception,environment supporting system,content of performance management and ways,and at meantime it supplies enlightenment for enterprise employee performance management in China.
