情报发出者通过一定媒介使情报从时间、空间的一点移向使用者的行为,如图1所示。同一发信者向大量接受者传递时叫传播，往返传递叫交流。传递是情报概念的重要构成要素，如果去掉"传递"就形不成情报，剩下的只是知识或消息。
人类社会情报传递活动出现很早，随社会进步而不断发展，从使用的传递媒介，已经经历了口头传递时期、文字传递时期，现正进入电子传递时期。传递最初是一个通信中的概念，从C.E.香农1948年提出信息论后，传递、信息量等术语才逐渐开始引用，并逐步开展了研究探讨。
传递可以用不同的标准划分类别，从情报发出者与接受者的联系方式看有直接传递与间接传递。直接传递指情报发出者与接受者之间的对话、书信交往和参观访问，有明显的个体性质，也叫非正式传递过程。间接传递指借助各种形式的文献进行的传递，也叫正式传递过程。这种方式在空间上可以广泛传播，在时间上可以世代延续，如图2所示。
从用户的不同需求看，情报传递有根据用户提问进行的被动传递与根据用户一般需求范围进行的主动传递；有为特定用户服务的单向传递与为广大用户服务的多向传递。其中被动传递主要是指情报事业机构的日常咨询工作，主动传递指文献情报报道，是开展情报服务的基础。
研究情报传递的学科有通信科学、传播学、教育学、情报学等，它们的区别在于：通信科学研究传递的技术方面，传播学研究传播的发展、过程和效果，教育学研究知识的传授，情报学则主要研究如何根据用户需要搜集、选择、传递情报。所以情报学与上述其他学科既有相同处，又有区别，各有不同的任务内容范围。
