中华民国时期故宫博物院图书馆馆长、文献馆专门委员会委员陈垣为整理清代宫中散乱档案而拟制的工作方法。1925年10月提出，共 8条。内容：①分类。或按档案种类分；或按形式分，如纸样格式，长短大小、颜色红白、成本的、散页的；或按文字分，如汉文、满文、蒙古文。②分年。把同年的同类文件集中在一起，再按月日先后集中。③分部。即把档案归入各部署档内，如兵部档案、礼部档案等。④分省。即把各省来的文件归入各省名下。⑤分人。即把各省总督、巡抚所来的文件归在各人名下。⑥分事。凡属同一事的有关文件集中在一起,按年月日排列。⑦摘由。完成上述分析工作后,把每一文件的事由摘出来，记录在目录卡上，以使查阅者先知其大概。⑧编目。即把整理好的档案编成几种总目，使用时只要查总目，便能依类寻出所需档案。他还提出"秤不离砣"作为当时整理档案的基本要求，即不能把写有年月日的包纸轻易与档案原件分散移动，以防止损坏档案原貌。
