With the rise of public administration,soft law role is more and more highlighted,and the relationship between soft law and public administration should be focused so that soft law can play more important role.

The goals of governmental public administration are the equilibrium between governmental and non-governmental interest,which needs system to control.

During constructing the harmonious society,the crucial issue is the public administration of the government.

Through the discussion about public government in this article, the author elaborate the necessity and possibility about introducing public government into the construction of water resources protection law, and this aim of this article at expecting public government will become one new pattern about environmental resources protection.
