From the perspectives of significance, the influencing factors, principles and strategies of effective question-raising, this paper analyzes and demonstrates the question-raising in the teaching of English, and seeks efficient means for the implementing question-raising in the hope of giving English teachers some aspirations in this respect.

Based on the research results of educational psychology,combining with the realities of colleges and universities,this paper proposed the standards of teaching effectiveness from instructing effectiveness,learning effectiveness and class teaching effectiveness.
