当反倾销调查机关对申请书的内容及申请方所提供的证据进行初步审查后，如果认为申请方提出的申请基本合理，提供的表面证据初步成立，就可以作出立案决定。立案决定作出后，调查机关及时通知被调查产品的当事方以及已知的与该调查有利害关系的其他利害关系方，并应发布公告。公告应包括或通过单独形式的报告提供如下信息：（1）一个或多个出口国的名称和所涉及的产品名称；（2）发起调查的日期；（3）申请中有关被指控倾销的依据；（4）关于损害的指控所依据因素的摘要；（5）利害关系方送交答辩书等交涉性资料的地址；（6）允许利害关系方发表其意见的时限。
