| 九年制义务教育 中国对适龄儿童、少年实行小学和初级中学一共九年的义务教育制度。该项义务教育是依法得到国家、社会、学校和家庭共同保障并负有重要责任与义务、兼有强制性的国民教育。 1986 年4月12日第六届全国人民代表大会第四次会议通过并颁布《中华人民共和国义务教育法》，同年7月1日施行。这是建国以来最重要的一次教育立法，标志中国已确立了义务教育制度。《义务教育法》规定：“国家实行九年义务教育。省、自治区、直辖市根据本地区的经济、文化发展状况，确定推行义务教育的步骤。”国务院于1986年 9月转发国家教委、国家计委、财政部、劳动人事部《关于实施〈义务教育法〉若干问题的意见》指出 ，义务教育起始入学年龄为 6周岁 。丧失学习能力的儿童免予入学 ， 因疾病或特殊原因，可延缓入学。各地规定的义务教育年限，为适龄儿童、少年必须接受的法定学习年限。义务教育阶段免收学费，有条件的地区可免收杂费 。经济 、 文化比较发达的地区，要求在1990年左右基本实现九年义务教育；中等发展程度的地区要求在1990年左右普及初等义务教育 ， 1995 年左右实现九年制义务教育；不发达地区争取在20世纪末大体普及初等义务教育。 |
