The system of rural poverty reduction in China has recently fallen into institutional trap that can be represented by the slowing down tendency of marginal returens to investment for poverty reduction and by great pressure of “backward to poverty” termed friability of poverty population, and an new survey should, therefore, be made into the anti poverty system dominated by the government.

This paper analyses the creating mechanism of the institutional trap of rural poverty reduction from the aspect of the game theory and the peasant poverty of right.

The mainly characteristic of trapping materials is the trap depth.
