刘三嘏，河间（今属河北）人。号慎行子。辽圣宗时进士，为驸马都尉，与公主不谐。宋仁宗庆历中奔宋，遣归，遭禁锢（《儒林公议》卷下，《辽史》谓“归杀之”）。事见《辽史》卷八六《刘六符传》。
刘三嘏曾考取进士，一篇《一矢毙双鹿赋》辞彩华丽，辽圣宗极其赞赏，并将与皇妃白氏所生的第四女许配给他。刘驸马突然从辽国逃到北宋避难，史书上对此次叛逃原因只写五字：“与公主不谐”。可当时北宋对辽国年年纳贡唯恐有所得罪，怎敢收留他？等辽国使节拿着国书一到北宋即乖乖把此人交与对方。刘驸马重踏故土除了他的双脚，还有他的首级。
附其《自陈诗》一首：
虽慙涔勺赴沧溟，仰诉丹衷不为名。
寅分星辰将降祸，兑方疆宇即交兵。
春秋大义惟观衅，王者雄师但有征。
救得燕民归旧主，免于戎肤自称兄。
