传真通信业务利用传真设备，通过电信网路把文字和图像按原样传送到另一地点，并以记录形式进行复制的电信业务。根据在公用电话网的一条活路上传送一页文件所需时间的长短，文件传真机分为三类。即一类传真机采用双边带调制，一页标准幅面文件的传送时间约6分钟;二类传真机采用频带压缩技术，一页标准幅面文件的传送时间约3分钟;三类传真机采用减少文件信息冗余度处理，传送页标准文件约1分钟。在公用数据网上使用的四类传真机，即数字传真机，除具有数字通信的优点外，还可进行加密。传真业务比较适合汉字和少数民族文字通信。使用最多，应用最广的是文件传真机，特别是在大规模集成电路和微型计算机技术基础上发展起来的三类传真机。随着中国长途自动电话网的发展，用户传真业务会有更大的发展。传真通信业务分为用户传真和公众传真两大类。用户传真是收发报用户利用本单位专用传真设备，通过公用电话网相互间自行传送的一种传真业务。公众传真业务是由电信局将发报用户交发的传真内容传送到收报地点，投送给收报用户的传真业务。收发报用户中任何一端使用电信营业处的公用传真设备传送或接收时，都称为公众用户传真业务。
