| 纪律条令 discipline regulations 规定军队纪律的法规。由军队最高领导机关或领导人颁发全军执行。军人遵守纪律的准则，军队维护纪律、实施奖惩的依据。目的在于培养军人高度的组织性和纪律性，执行命令，服从指挥，令行禁止，协调一致，巩固和提高战斗力。中国人民解放军历来重视维护纪律。在建军初期，制定了三项纪律六项注意，后发展为三大纪律八项注意。1933年8月1日，颁布第一部《中国工农红军纪律暂行条令》。随着军队的发展，1935～1984 年，对纪律条令先后进行了 10 次修订。1984年颁行的《中国人民解放军纪律条令》内容包括：总则，奖励，处分，控告和申诉，特殊问题的处理和附则等。这些规定反映了人民军队的本质，体现了赏罚严明，以说服教育为主、惩处为辅和严禁打骂、体罚、侮辱人格等基本原则，保证了革命军人的民主权利。 世界上许多国家都根据本国的社会制度和军队建设的需要与传统，制定了不同形式的维护纪律的法规。如东欧一些国家的军队有纪律条令，美国军队有《军事统一法典》，英国军队有《军队法令》等。 |
