In the paper,the aim orientation at foodstuff safety in Jiangsu was firstly expatiated,then the view on foodstuff safety based on well-off level was presented,at the same time,the status of foodstuff production,requirement on foodstuff in a medium-long term and challenges about it in Jiangsu were also analyzed,finally many countermeasures were presented according to the above questions.
本文阐述了江苏粮食安全的目标定位,提出了基于小康水平的粮食安全观点,分析了江苏粮食生产的现状、中长期粮食需求及面临的挑战,进而有针对性地提出了若干对策措施。

指人民物质和文化生活已居中等程度但还不是十分富裕的状况。邓小平说：“达到小康水平，就是不穷不富，日子比较好过的水平”，中国“从国民生产总值来说，就是年人均达到800美元”。中共第十三次全国代表大会将2000年工农业总产值比1980年翻两番、人民生活达到小康水平作为中国经济发展的第二步战略目标。
