1970年以前，巴拿马只摄制短片，少数长故事片都是外国导演摄制的,其中有《漂亮的猎人们》（1969,巴西导演盖拉）、《三剑客》和《四剑客》（1973，英国导演列斯杰尔）等。这些外国人执导的影片有巴拿马的少量投资。1972年巴拿马大学在作家和诗人里维拉的领导下成立了电影实验小组，这是巴拿马民族电影生产的开端。该小组每年拍摄约10部短片或中型片，主要是16毫米的纪录片，其中有《今天诞生的祖国之歌》(1972)、《现在我们已不孤独》、《智利万岁,真了不起!》(1973)、《娱乐晚会》(故事片，1974)、《我们的歌声》(1976)、《准备爆炸的炸弹》(1977)、《这里有勇敢精神》(1981)、《库瓦瓜岛》(1983)等。巴拿马教育部每年在巴拿马城举行一次国际电影节。
