The illegal birth of the rich of China is complicated and embodies the characteristics of generality of both the occupational distribution and the spatial distribution,"sophistication" of the motivation for "illegal birth" and diversity of ways of illegal birth.

Whilst the implementation of reform and opening-up policy for more than 20 years created an economic miracle,it also caused the inharmoniousness between the rich and the poor.

The present paper, based on the Dusenberry hypothesis of relative income consumption, compares the consumption of the rich in China and the West and comes to the conclusion that the consumption of the rich in China is still at the low level and is highly elastic which is a potential trouble to the operation of the macro national economy.
