  就业前培训年轻人在第一次走上工作岗位之前所接受的培训。如在德国,所有青年人必须接受就业前培训。就业前培训的主要目的是:①为青年选择职业提供方便。②通过开发青年的队组工作能力、集中能力、反应能力和批判精神,使青年能更好地适应劳工世界的变化。就业前培训还应提供劳动力市场上可预测的趋势。为了更好地实施职业教育,学校方面和职业指导部门以及经济界和劳工界的代表保持着密切合作。职业指导既考虑学生在就业前接受的全面准备,又根据与学生及家长的个人谈话作出。 中国自2。世纪80年代初期提出并开始实行先培训、后就业的原则,为此,大力发展技工学校、职业中学、就业训练中心等各种职业培训事业。《劳动法》规定,国家通过各种途径,采取各种措施,发展职业培训事业,开发劳动者的职业技能,提高劳动者素质,增强劳动者的就业能力和工作能力。各级人民政府应把职业培训纳入社会经济发展的规划,鼓励和支持有条件的企业、事业组织、社会团体和个人进行各种形式的职业培训。
