古代运河联结长江和淮河。春秋时期吴 王 夫差于公元前486 ~前 484 年开凿。南起邗城(今扬州)以南的长江,北经樊梁湖(今高邮附近)折向东北,入射阳湖,再向西北经淮安入淮河。东汉时期向西改道取直,由樊梁湖直接向北,经津湖、白马湖,北入淮。东晋永和年间,南段江水已不能引入运河,从今仪征引水。隋大业元年( 605 ),炀帝开挖通济渠时,又开邗沟,自山阳至江都入扬子江,沟通江、淮,成为隋代大运河的重要组成部分。
