关税升级（Tariff Escalation)指按产品的加工程度的提高而相应提高关税的一种关税阶梯，反映了一种限制加工品进口的保护主义倾向。以原材料的税率最低，甚至是零税率，随着加工程度的提高，半制成品的税率就高于原材料的税率，制成品的税率高于半制成品的税率。据估计，发达国家平均进口关税率的升级情况为：植物油籽税率0%，植物油的税率则升级为4.4%；烟草为1.2%，烟草制品则为18.1%；糖为1%；糖制品则为20%；铁矿石为0%；铁板则为3.4%；天然磷酸盐0%；而磷酸化肥则为3.2%等等。发达国家在加工环节中比现升级项目的比率是：美国、日本和欧共体为90%；奥地利、澳大利亚和新西兰为88%；瑞士、芬兰也在70%左右。在1980年9月拉开乌拉圭回合多边贸易谈判帷幕的《乌拉圭回合部长宣言》中，就谈判议题的关税谈判明确阐明%26#8220;谈判应当在通过适当的方法削减或视情况取消关税，包括降低或取消高关税和关税升级%26#8221;。
