BEIJING, Jan. 31 (Xinhuanet) -- German Chancellor, Angela Merkel, has urged Egyptian president, Mohamed Morsi, to open a dialogue with all political forces in the crisis-ridden Arab country. Morsi replied that talks are possible and that Egypt would be a state based on the rule of law, not run by the military.
He said, "Egypt will be a state based on the rule of law, a civil state not a military state and which is not of a theocratic nature, a state which allows for different opinions and a change of power, a democratic state, by that I mean a modern state which corresponds to these words in all ways."
The Egyptian leader has faced months of protests by liberal groups opposed to a new Islamic constitution. His visit to Berlin comes after a week of violence that has killed more than 50 people.
On Tuesday, Egypt’s army chief warned that the state was on the brink of collapse if Morsi’s opponents and supporters did not end the fighting.
