The paper first summarizes the prevalent problem of the computer basic education in new built undergraduate colleges through several years teaching practice about computer basic education.

Basing on the actual conditions of applied newly-established college,the present teaching situation and experience,the teaching objective was orientated accurately and the teaching content was selected appropriately,which were beneficial to curriculum construction and teaching reform in applied newly-estahlished college.

This essay mainly gives an introduction to the characteristic of application oriented university and the role which practical teaching plays in bringing up talents,analyzes the design of practical teaching system in application oriented university,also proposes a concrete constructive idea in teaching context,management system,staff development and practical creativity.

Area-application-oriented institutes,one type of higher educations,are still being explored at present in China.

With the continuous expansion of recruiting scales and the acceptance of the idea that different colleges should have different ways of development, application-oriented institutes have made reform and innovations on talent-training models and quality-oriented education.

Aim of application-oriented institutes education is to cultivate and strengthen the basis of professional education,and to focuse on skills development of students and to cultivate senior application-oriented talents,who has a broad knowledge prospect,ability,and high-quality,and can solve practical problems directly,and has the spirit of innovation,sense of responsibility.

Therefore,based on the needs to cultivate particular mode of talents,it is necessary for the applied university to develop specific ways to cultivate qualified teachers.
