Considering the current state of teaching of programming language,this paper proposes the idea of multi-levels teaching goal,introduces the basic intension in detail,and discusses how to implement the idea in teaching practice of C++ programming language.

Meanwhile,the authors also put forward a reforming plan-level teaching.
