In practicing autonomy enrollment,universities and colleges of China stress the overall quality of the candidates who suit their characteristic ideas of education.

In a new round of the reform in college entrance examination system,the research and practice of the autonomy enrollment system has been perfected,and remarkable results have been achieved.

From the perspective of educational and social equity,system orientation and student rights,the article analyzes the problems existing in the independent enrollment of HEIs and puts forward some new ideas on the reform such as expanding the range of enrolling new students,lowering the reforming cost,making the reform be more scientific and promoting selecting efficiency.
