The autonomy of university could have come from three origins:the academic right,the governmental power in education,and the social power in education.

We understand the essence of these disputes as certain conflict between the universities power of self-governing and the students relative rights.

The author further argues that the momentum of this institutional change comes from the elites of universities, who make efforts to build their organizational interests and legitimize it with the core conception of "expanding university autonomy".

As an important managerial ideology in higher education, the autonomy in running a university advocates changing university’s subordinate status to the government, making university a real autonomous legal entity in the society.
