1957年12月23日中国全国人民代表大会常务委员会第88次会议决定接受《1948年国际海上避碰规则》，但作了如下保留：属于中华人民共和国的非机动船不受海上避碰规则的约束。为了保障中国非机动船舶在海上航行的安全，制定了《中华人民共和国非机动船舶海上安全航行暂行规则》,于1958年8月16日由中国交通部和水产部联合颁布。1975年和1980年中国先后接受《1960年海上避碰规则》和《1972年国际海上避碰规则》，但仍作上述保留,继续执行本暂行规则。暂行规则共10条,主要内容为：在两帆船相遇时顺风船应避让逆风掉樯的船，船尾受风的船应避让其他船舷受风的船；在航的非机动船仅显示白光环照灯一盏；非机动船在海上遇难时应将衣服张开挂上桅顶以示求救等。
