由核反应所产生的中子运动速度过快不适用于引起核裂变,这些快速运动的中子必须在被核燃料吸收发生核反应之前将运动速度减慢.通常的方法是使用减速剂,即中子与减速剂的原子核发生碰撞而使速度降低,选择减速剂的条件是既不吸收中子也不与中子发生核反应,可以是重水、石墨、二氧化碳或者轻水（即纯度很高的普通水），并以此定义该核反应堆为重水堆、石墨堆或者轻水堆等。
