外汇平准基金
【外汇平准甚金】亦称“外汇平准账户”。由政府设在中央银行用作稳定本币和外币汇价的专用基金。基金一般由外汇、本币、黄金组成，多数国家授权由中央银行掌握，少数国家如美国则由财政部控制。外汇平准基金最初由英国财政部创设于1932年，美、法在1936年相继仿效，后至布雷顿森林体系时期，逐渐延至各国，1985年后西方各国对汇市的联合千预实际上演变成一种多边的外汇平准协定。外汇平准基金的作用，在于通过调整外汇供求以影响汇率水平。当外汇市场上本国货币汇率低落时，就抛督外汇、买进本国货币，促使外汇汇率下跌，本币汇率上升;反之，若外汇汇率过低，则抛售本币、买进外币，促使外汇汇率上升，本币汇率下跌。实践表明，外汇平准基金是保证中央银行外汇操作得以连续进行的强大后盾。
