| 特辖制 Oprichnina 伊凡四世（雷帝）为摧毁王公和领主的封建割据势力、巩固俄罗斯中央集权国家 ，在1565～1572年期间实行的非常制度。1564年立窝尼亚战争的失利和领主的叛变，促使伊凡四世于1565年1月宣布实行特辖制。将全国领土划分为特辖区和领主辖区两部分。特辖区包括全国经济上和军事上最重要的地区和一部分城市，由沙皇直接管辖；领主辖区由领主杜马管辖。建立一支主要由服役的中小贵族组成的、绝对效忠沙皇的特辖军。在特辖制期间，特辖区内的王公和领主被遣走，他们的世袭领地被分配给特辖军和中小贵族。特辖军到处烧杀掳掠，恐怖气氛笼罩全国，伊凡四世不仅处死参与叛乱的王公领主和教会上层，而且镇压了一批反对特辖制的中小贵族。1570年，恐怖浪潮达到顶点。伊凡四世宣布诺夫哥罗德参与了叛国阴谋，亲率特辖军对诺夫哥罗德进行了为期6周的血腥讨伐。每天有1000～2000名贵族、商人、市民和农民被杀害，一座繁华的商业城市顿成死城。在返回莫斯科途中，他又血洗了普斯科夫和特维尔城。1572年，伊凡四世鉴于王公和领主反对派已基本被消灭和特辖制不得人心，为集中力量继续进行立窝尼亚战争，宣布废除特辖制。 |
