【国际银行业监管趋势】纵观90年代以来的各国金融监管，大体呈现以下走势:(l)市场准人条件强调对跨国银行和监管当局的双重认同。当前市场准人的条件限制已逐步超出对单一机构的要求，而把母国是否有完善的监管作为外国银行市场准人的重要前提，它要求外国银行监管当局遵循符合惯例的监管标准和具有相应的监管能力，否则将严格控制或禁止该国银行进人本国市场，在母国有完善监管的条件下，对单一银行的准人审查则可相对放松。(2)普遍注重对国际性银行的合并监管。(3)市场风险成为国际银行业风险监控的主要内容。如1995年的《巴塞尔协议)的补充协议、1997年的《有效银行监管的核心原则)都是针对市场风险而出台的。(4)现场检查成为最重要的监管手段。(5)国际银行业监管的合作与交流日益密切。
