In this article we analyze the necessities of bringing DSA into the emergency networks based on the classical next generation emergency networks(xGEN) in Netherlands,and design a novel layered-and-mixed architecture along with a fast reconfigurable DSA terminal running on a software defined radio(SDR) platform for the DSA emergency mobile private networks.
