贷款人有要求借款人约定的时间和数额收取借款的权利：贷款人为金融机构的，借款人有义务按照合同的约定的时间和和数额收取借款，根据合同法的有关规定，借款人未按照约定收取借款时，也应按照约定的日期、数额支付利息，也就是说不论借款人是否按照决定的日期和数额收取借款，都须按照合同中约定的借款日期和数额计算利息。
