形成的税后收益，偿还投产后的借狱利息，计人企业损益，由财务费用列支. 计划的编制依据实事求是，t力而行和计划应留有余地等原则编制。1998年3月电力工业部撤销以前，电力羞本建设投资计划的编制步霖是:①各项目企业根据羞建摇要及可能提出年度基建投资计划建议，报送所在省、直辖市、自治区(简称省市区，下同)电力工业局。②省市区电力工业局经初步综合平衡后报送电力工业部，抄送国家计划委员会(简称国家计委).属电业管理局管理的省市区电力工业局，孺上报电业管理局，由电业管理局上报电力工业部，同时抄报国家计委.③电力工业部进行综合平衡后报送国家计委。④国家计委经过综合平衡，并召开计划会议，与各省市区、各部委讨论修改后，确定电力基本建设年度投资规模和大中型项目投资、建设内容、新增生产能力等，提出电力基本建设计划草案，上报国务院。⑤国务院审查通过后，提交全国人民代表大会审议批准。小型基建项目由各省市区及电力工业部等部门根据国家计委下达的控制规模自行审查确定.1998年3月电力工业部撤销以后，电力墓本建设投资计划的编制方式进行了相应的调整，主要是国家电力公司只负责编制公司及其分公司、子公司的电力基本建设投资计划并上报国家计委;各省市区基本建设投资计划由所在省市区计委负责编制并上报国家计委。随着国家投融资体制改革的深化，电力基本建设投资计划的编制步辍将会有进一步的调整。d一anl一J一benJ旧nshe touzi Jlhua电力基本建设投资计划(eapital construetioninvestment Plan of eleetrie卯wer industry)对电力基本建设项目投资所做的年度安排。它是固定资产投资计划的主要组成部分。它既是以外延为主扩大再生产能力的计划，又是确定发电、翰电、变电、配电工程及配套设施(包括生产及非生产设施)，以及设计、科研、学校、医院等的基本建设任务的计划。其内容包括建设项目、建设规模、建设期限、投资倾、资金来源、建设内容及新增生产能力等。 项目的分类按建设规模分，有大型项目、中型项目和小型项目:对水、火电厂工程，建设规模在25万kw及以上的为大型项目，2.5万kw及以上、不足25万kw的为中型项目，小于2.5万kw的为小型项目;对愉变电工程，电压330 kV及以上的为大型项目，220kV及一部分由国家投资的重要 110 kV翰变电工程为中型项目，其他为小型项目。按资金来源分，有国家投资项目、地方或部门投资项目、国家与地方合资项目和利用外资项目等。按照建设性质分，有新建项目、扩建项目、迁建项目、恢复性项目和其他项目五类。
