Promotion of market construction of exploration rights and mining rights contribute to improvement of prospecting and exploitation of mineral resources and its conservation and utilization in our country and supportability of mineral resources for sustainable development of national economy.

In this paper, according to the surveys in every provinces(municipalities or directly municipalities) of China, the experiences on market construction of exploring rights and mining rights are summarized, its main problems are analyzed, and some suggestions for further fostering and normalization of "the Two Rights" market construction are put forward.
