This paper analyze and sums up the relative researches of parking demanding at home and abroad,including the parking generation rate models,trip attracting models and parking attracting rate models in parking demanding research.

The result shows that there is an inefficient parking area utilization,that the present parking toll does not effectively adjust parking behavior.

Taking into account of capital time value and pay off time for building park,the paper sets up the parking toll calculation model for urban off-road park,and illuminates the applying process and method by giving Wuhan as a example.

It puts forward suggestion for parking administrative organization、determination of parking fee、parking management inner road and bounded mechanism, which to find reasonable parking mechanism and perfect parking management system, then improves complex traffic level of city.

Based on engineering example,the optimized method of underground garage design scheme was summarized,the building area of district common underground garage and underground civil defense fortifications was estimated,and the relationship between all factors such as influencing district shutdown rate and underground garage cost was explained from macroscopic view.
