本文对伪新民会的宣传教化活动做了较为全面的考察,分析了它的指导思想“新民主义”的产生、内容和性质,认为伪新民会为了欺骗华北沦陷区广大民众,把亲日思想和儒家王道哲学相结合,杂糅出“新民主义”。

孙中山在中国国民党第一次全国代表大会上确立的政治主张，是第一次国共合作的政治基础。1924年1月，孙中山在中国国民党第一次全国代表大会上，重新解释三民主义，把旧三民主义发展成反帝反封建的革命的三民主义。主要内容是：(1)民族主义。从原来的排满发展到反帝，提出“中国民族自求解放”，“中国境内各民族一律平等”。(2)民权主义。提出“五权分立”的原则，强调了民主权利应为“一般平民所共有”。(3)民生主义。提出了“平均地权”、“耕者有其田”和“节制资本”两大原则。新三民主义在中国民主革命阶段曾起过巨大的作用。
