  BOT是Build-Operate-and-Transfer的缩写,译为“建设—经营—移交”,意指根据合同安排,项目承办者承担建造,包括该设施的融资、维护,经营该设施一个固定时期,并允许对设施的使用者收取合理的使用费、酬金、租金及其它费用,但不超过投标书建议的或谈判并体现在合同中使项目承办者能够收回的投资和经营、维护费用,在规定的期限将该设施移交给政府(政府机构或政府控制的公司)或地方有关政府部门。BOT投资的实质是一种债务与股权相混合的产权。项目承办者对项目的设计、咨询、供货和施工实行一揽子总承包。
BOT的演化方式还有:
BT(Build-and-Transfer),意指建造、移交;
Boo(Build-Operate-Own),即建设—经营—拥;
BOOT(Build-Operate-Own-Transfer),即建设—经营—拥有—移交;
BLT(Build-Lease-and_transfer),即建造—租用—移交;
BTO(Build-Transfer-Operate)即建造—移交—经营;
DOT(Develop-Operate-and-Transfer)指开发—经营—移交;
ROT(Rehabilitate-Operate-and-Transfer)指修复—经营—移交;
ROO(Rehabilitate-Operate-and-Own),指修复—经营—拥有;
ROL(Rehabilitate-Operate-and-Leaseback),即修复—经营—回租;
ROM(Rehabilitate-Operate-Manage)即修复—经营—管理;
BMT(Build-Manage-and-Transfer)即建造—管理—移交。
