自然科学基金中国用于资助各部门、各地区以及各单位的科技工作者从事自然科学基础研究和部分应用研究工作的资金。其资金来源于财政拨款，主要是为国家重点科研项目提供资金保证。高等学校是国家自然科学研究的重要基地，凡有条件进行自然科学研究的各高等院校及其所属科研机构的人员均可按规定申请该项经费。基金的利用是按国家自然科学基金会公布的项目指南和有关规定，首先由申请人提出课题申请，经专家评议审定以后，由国家自然科学基金会将经费拨给承担项目的单位和个人。项目经费专款专用，任何单位和个人不得以任何理由和方式截留、挤占和挪用。
