This article puts forth the questions of the necessity to advocate the construction of the religious civilization and of how to construct it from the state of global religion and the needs of chinese religious reality.

| 明穆宗(1537～1572) 中国明代皇帝。即朱载。1567 ～ 1572年在位。年号隆庆。明世宗第三子。即位后，力图革除弊政，对朝廷不合时宜的政令进行修改 ， 召用世宗朝因直言进谏而获罪的大臣，释放兵部主事海瑞出狱，为冤死的人平反昭雪。惩办方士，罢斋祭之礼及各种例外采买，减免赋税，与民休息。任用礼部侍郎张居正为吏部左侍郎兼东阁大学士，参与机密事务 ，为隆庆至万历初年的改革奠定了基础。在位期间，明王朝军事力量较强，隆庆二年(1568)调戚继光北上防边，整顿防务，加强对京师地区的防卫。五年，鞑靼部俺答受封并入贡。同年，与蒙古诸部互市。自此，稳定了边塞地区。他喜爱游玩挥霍，常怠于政事，以致嘉靖以来的统治危机未能从根本上缓解。内阁首辅之争不息，财政匮乏现象严重，阶级矛盾日趋尖锐。广东、陕西等地先后爆发了规模较大的农民起义。
