1892年8月17日在德国埃伯斯瓦卡德成立。 以促进林业科学研究领域的国际合作为宗旨。任务包括为各国研究人员交流有关林业经管和林产利用的思路、方法、数据等提供方便，鼓励成员组织及其科学家们保持联系，在研究实践中建立共同的纲领计划，以及经常与其他国际和国家组织保持合作关系等。 共有200多个科研专业组和15000多位科学家。 学术活动通过森林环境和造林，森林植物与森林保护，森林作业与技术， 计划、 经济、生长和产量、经理和政策,以及森林产品等6个学部和各专业组进行。每年组织各种学术会议、工作会议和科学考察60～80次，发行几十种会议报告和论文集，并出版4期《国际林联信息》。正式语种为英、德、法语,西班牙语的使用也在增加。国际行政会是其事务管理的最高决策机构。执行委员会是其执行机构。此外在维也纳还有常设的秘书处。中国于1987年9月加入该组织。
