【前苏联《关于强制定额保险法))] 1940年4月4日前苏联最高苏维埃通过颁布的保险法规。对集体农庄建筑物、农作物和牲畜以及公民经济牲畜实施强制性的定额保险。该法规提高了保险金额、降低保险费率、调整了强制范围，扩大承保责任，除火灾、雷击、爆炸外，把自然灾害如地震、地陷、崩塌、暴风、台风、暴雨、水灾、雹灾、涝灾、冻灾、寒灾、霉烂以及旱灾等都包括在内。牲畜保险的责任范围从牲畜死亡扩大到强制屠宰。对建筑物还负责为制止火灾蔓延或遇到水灾突然威胁而必须拆除或迁移所造成的损失。这是前苏联国家保险史上的重大发展。
