是劳动和社会保障部直属事业单位，是以承担全国劳动和社会保障系统干部教育培训为主，兼顾其它教育培训活动的教育培训机构。主要职责是：面向劳动和社会保障系统，开展机关公务员、事业单位工作人员的业务培训；面向企业，开展劳资管理人员的业务培训；面向社会，开展职业技能培训。
近年来劳动和社会保障部教育培训中心，不断致力于劳动保障领域的人力资源能力建设，各项教育培训业务迅速、蓬勃发展。迄今为止，共组织劳动保障各类业务培训班120多期，累计培训226000多人次。同时，面向市场开发了示范性的应用型人才培训。另外，积极开展国际交流和国际培训，分别与加拿大阿尔伯特省教育部、韩国劳动部教育学院建立了合作项目，与国际劳工组织培训中心确立了稳定的业务渠道，组织“人力资源管理与开发”“创业培训与创业指导”“社会保险基金管理与监督”等十余个培训团，赴意大利、法国、德国、英国、比利时等国家进行学习考察。2003年9 月，劳动保障部人事教育司、教育培训中心与教育部考试中心签订协议，联合开展劳动保障专业专科段、本科段的岗位资格培训与学历教育合作项目，为劳动保障系统广大干部提升学历层次、走岗位成才之路开辟了新的渠道。
劳动和社会保障部教育培训中心的发展目标是，努力争取成为适应劳动保障事业蓬勃发展的具有国内国际影响的一流的教育培训机构，在项目开发、师资、教材、教学方法等方面都达到先进水平，各项培训业务形成知名品牌。
