胜利后，志愿军政治部根据出国作战遇到的新情况，为了加强部队的群众工作，有力地动员和组织朝鲜群众支援战争，指示在全军建立伙食单位群众工作制度。要求不论伙食单位大小，凡到一地，只要有半日时间，都要做驻地群众的工作。如果一地伙食单位集中很多，可由团或师政治机关将驻地附近的群众工作统一分配进行，使部队作战有饭吃、有担架、有向导，处处有朝鲜群众支援，为继续进行反攻作战创造有利条件。 伙食单位群众工作的主要内容是:①进出村庄，见群众就宣传。通过召开小型会议或座谈会、张贴标语等形式，向群众宣传中国人民志愿军三次战役胜利的战绩和意义;志愿军入朝作战的目的、任务和政策纪律;向群众借粮的原因和办法;美国侵略军的残暴行为和南朝鲜(韩国)军的卖国行为等。②以里或洞为单位，把群众组织起来，争取离家群众回家，并根据具体情况，组织群众成立支前组，为志愿军筹集粮食柴草，担任向导和照顾伤病员及掉队人员;设立治安组，防匪、防特，收缴伪军散兵武器和打击反动地主武装;设立防空哨，担任防空等。③检查群众纪律，维护群众利益。凡不尊重朝鲜群众风俗习’!贯及违犯三大纪律八项注意的，必须追查、赔偿、道歉，并经常公布各单位遵守群众纪律的情况。④进行助民劳动。只要有可能就帮助朝鲜群众挑水、扫院、做活。凡志愿军经过的大小村庄，都必须以实际行动给朝鲜群众留下好印象。 伙食单位群众工作制度，要求各单位根据每个人员的工作情况和特长，由连队党支部作出安排，既发挥群众工作联络员的作用，又要发动全体人员积极参加。各伙食单位要每周按级向政治机关汇报群众工作情况。要求各级政治机关加强对这项工huoshi danwei qunzhong gongZuo Zhi-dU伙食单位群众工作制度(m ass worksystem of a mess unit)中国人民志愿军在抗美援朝时期建立的每个伙食单位向驻地群众开展宣传、组织工作的制度。 1951年1月，中国人民志愿军在连续取得抗美援朝作战第一、第二、第三次战役作的领导，使之在志愿军全体人员中形成进行群众工作的运动。这一制度的建立和执行，对维护和执行群众纪律，密切中国人民志愿军与朝鲜人民群众的关系，发挥了很大作用。(宋保恒)
