[“四讲一服务，’]卯年代中国金融系统把政治思想工作和金融业务工作紧密结合，加强精神文明建设和队伍建设的一种群众性活动的简称。中国人民银行在1996年4月3日颁布了《关于在全国金融系统开展讲改革、讲政治、讲法纪、讲效益，提高服务水平的决定》。具体为:①讲改革。进一步深化金融体制改革，为促进中国经济体制从传统的计划经济向社会主义市场经济转变、经济增长的方式从粗放型向集约型转变提供良好的金融保障。②讲政治。要求在政治上、思想上、行动上和党中央保持一致，坚持为建设有中国特色社会主义服务的政治方向，努力提高金融职业道德水平，逐步建立符合金融业特点的企业文化。③讲法纪。以法律、法规为准绳，以风险防范为中心，以金融机构自我约束为基础，依法管理金融机构，依法经营金融业务，促使金融秩序根本好转，维护金融业合法稳健运行。④讲效益。实现信贷资金经营方式从粗放型向集约型的转变，不断提高资金使用的安全性、流动性和盈利水平。提高金融服务水平，要求密切金融机构和客户关系，推广优质文明服务，通过多种金融服务促进国民经济持续、快速、健康地发展。实现“四讲一服务”，对于发展社会主义金融事业，推进金融体制改革深化，完善国民经济的宏观调控，促进国民经济快速、持续、健康发展，加强金融系统的精神文明建设，提高金融队伍政治、业务素质，反腐倡廉，发扬优良作风，都具有十分重要的意义。
