《反对在体育运动中使用兴奋剂国际奥林匹克宪章》(Inrernational OlymPie Charter Against Doping inSP0rt)1 988年第1届反对在体育运动中使用兴奋剂常设世界会议起草，1988年9月国际奥委会第94次全会通过，1988年n月在莫斯科召开的联合国教科文组织各国体育部长和高级官员会议通过。宪章全文分为两个部分，第一部分“绪论与原则”，第二部分“基本条款”。 在“绪论与原则”中，首先申明必须保护运动员的身心健康，捍卫公平竞争和比赛的准则，坚决反对在体育运动中使用兴奋剂和禁用方法。认为体育运动中的服用兴奋剂问题是现代社会中滥用毒品问题的一部分。接受国际奥委会对使用兴奋剂的定义给予使用或使用被禁用的各种药物和方法。决定防止滥用兴奋剂的风气向尚未受到此问题影响的国家和地区扩散。必须制定出能被普遍接乏的国际反兴奋剂政策。各国政府和独立的体育组织要承担各自的职责，通力协作。 “基本条款”分3条，第一条为体育团体的任务，包括制定反兴奋剂规章的基本要求和内容，实施赛内、赛外药检的条件和配合责任、对违禁者处罚与实施纪律的程序等。第二条为各国政府的任务，包括反兴奋剂立法与财政措施、建立兴奋剂检测实验室、查禁兴奋剂的携带与销售等。第三条为共同承担的责任，要求各国政府和体育组织在学校和俱乐部中实行预防和惩罚相结合的教育方法、出资支持科学的训练计划、开展运动生理和运动心理方面的研究、公布允许使用的药品名单等。 签署此宪章的国家和体育组织一致同意第二部分“基本条款”是反兴奋剂政策和策略的基本组成部分，各条款既独立生效又具有协同效力，各国政府和体育组织应参照执行。
