Based on the difficult position of the bureaucratic system,the paper exposes many "paradoxes" in the rationalization of bureaucratic system and finds that the essential rationality has been replaced by formal rationality in the bureaucratic system.
基于实践中公共行政体制的重重困境,笔者着重解读了官僚制理性化进程中的诸多“悖论”,并从中感悟到官僚制的形式合理性取代和湮灭了其实质合理性,各种摈弃和超越官僚制的理论并不能涉及官僚制背后深层面的问题;官僚制自身的“二律背反”体现为:官僚制管理是必须物的同时又是实现国家目标的障碍。
