由于历史沉淀下来的城乡隔离政策、农村剩余劳动力数量巨大、农民工本身素质、就业规划性与方向性差等原因,导致中国农民工低端就业、不稳定就业、自我及后代无保障就业、两栖就业等,以及雇主的低成本雇佣、一些地方政府不断享受人口红利等就业矛盾尤其突出,带来诸多社会问题(资源配置失当、流动性加大、社会稳定等),农民工就业矛盾表现在宏观、中观及微观三个层次,只有在相应的层次发挥政府、企业、农民工组织、农民工个体及NGO等的作用,通过政策调整、目标调整、行为调整等来消除、缓解农民工就业矛盾,统筹城乡,建设和谐社会。
